ニセコの新雪滑走の歴史は古く、1930年代からツアースキーが行われていた。1980年代はじめ、リフトの延長に伴い大勢がスキー場コース外を滑るようになり、その結果事故が多発した。この時代のニセコは日本でもっとも雪崩事故の多い山だった。ニセコルールはこのような背景の中、必要に迫られて作られた。 
ニセコではスキー場利用者の安全のためにコース外へのゲートを設け、それを開閉している。多くの事故は吹雪やその直後に起こる。これは1960年代のアメリカ林野局の雪崩教程にも書かれている考えであり、ニセコもまた過去の経験から風と吹雪を危険判断の目安としている。 
ルールは誰に対しても公平だ。また自己責任という言葉をスキー場の責任回避に安易に用いない。コース外滑走を容認する以上、スキー場がコース外の危険について説明し、ゲストの安全に配慮するのは当然だ。 
権威性、排他性の制限、公平性がルールへの信頼を生む。それが安全につながる。ハイシーズンのニセコでは毎日1000人以上がゲートから外に出る。パトロールはリスクを説明して人々を送り出す。しかし私たちは100パーセントの安全などはないことを知っている。 
山を登るのは自由だ。しかしリフトを使ってのスキー場コース外滑走は、日本ではおおやけには認められていない。したがってニセコの取り組みは例外的なものだ。このようなルールが作られ、成果を上げていること自体が奇跡なのだ。ニセコの雪は素晴らしい。しかし条件がそろえば事故は起こる。私たちはいつもゲストの安全に気を配っている。これからも大勢がニセコの雪を楽しんでくれるよう願っている。
Niseko's powder skiing history goes back to the 1930s when ski touring culture bloomed in Japan. The numbers of out of bounds skiing enthusiasts increased as the chair-lifts ground covering got extended in the early 80s. As a result, the numbers of accidents increased and Niseko became the place having the most avalanche accidents in Japan. The Niseko Rules have been implemented as a necessity against this situation. 
Access gates have been placed and are being opened or closed to protect the minimum safety of all resort users. Matter of fact, many of the avalanche accidents occur during or just after storms. This fact is being clearly demonstrated in the 60s US forestry bureau's avalanche awareness documents and past experiences in Niseko has been proving that the wind and storms are important factors to determine the hazard level. 
Rules must be equal to anybody and the term "at your own risk" is not being casually used in Niseko. Since the resort tolerates out of bounds skiing, it should be normal for them to explain the risks of backcountry skiing and pay attention to the user's safety.
Safety can only be improved by having the users trust and respect the Rules, and this can only be achieved if the Rules are equal to all and if authoritarian and exclusivist attitude is being regulated. More than 1000 skiers and snowboarders walk out of the gates daily in peak season Niseko. Ski patrols explain the risks at the gates and give the users the heads-up. However we all know that 100% safety is impossible.
Anyone can freely climb any mountains in Japan, however accessing the out of bounds area from a ski resort is not officially accepted. The situation in Niseko is quite an exception. It can be said it is quite a miracle that this system is proving fruitful and these Rules even exist in these circumstances.
The snow in Niseko is purely wonderful, but can also be dangerous at some times. We are always concerned about all users' safety and hope that people will keep enjoying the beautiful snow of Niseko.
